“Balancing reward and risk is not achievable by relying on one single engineering calculation. The trick is to bring all of these priorities into concert with one another. The board helps the engineering staff apply judgment and professional wisdom to the mathematics and the science, which ensures management … is staying in sync with good practice, to avoid drifting into insular practice, to avoid normalization of deviance.”
